LC's system was flawed in the sense that it could go directly from a thunderstorm to a sandstorm and then to light snow, something that your proposed system would prevent. The script itself wouldn't be too hard to write, either. The only drawback I can see would be the mundane task of adding a level script to every single map but aside from that, this would be perfectly manageable.
